A multimeter set to check continuity or simple continuity tester.
Go between the mount and the body of the truck. You should have continuity there. Then go between the ring and tip of the connector. You should not have continuity there.

Yeah. You don't have a ground. You need to run a wire from your mount to a bolt in the hatch somewhere. That tail light guard is coated so even if it did bolt to metal, it's not going to pass the ground.
